At the third General meeting of the 7th Guangdong Paper Industry Association and the 2021 Guangdong Paper Industry Innovation and Development Conference, Zhao Wei, chairman of China Paper Association, made a keynote speech with the theme of “The 14th Five-Year Plan” for the high-quality development of the National Paper industry.

First, Chairman Zhao analyzed the production situation of the paper industry from January to September 2021 from various aspects. In the January-September period of 2021, the operating revenue of the paper and paper products industry increased 18.02 percent year-on-year. Among them, the pulp manufacturing industry grew 35.19 percent year on year, the paper industry grew 21.13 percent year on year, and the paper product manufacturing industry grew 13.59 percent year on year. From January to September 2021, the total profit of the paper and paper products industry increased by 34.34% year-on-year, among which, the pulp manufacturing industry increased by 249.92% year-on-year, the paper industry increased by 64.42% year-on-year, and the paper products manufacturing industry decreased by 5.11% year-on-year. The total assets of the paper and paper products industry grew by 3.32 percent year-on-year in January-September 2021, of which, the pulp manufacturing industry grew by 1.86 percent year-on-year, the paper manufacturing industry by 3.31 percent year-on-year, and the paper products manufacturing industry by 3.46 percent year-on-year. In the January-September period of 2021, the national pulp production (primary pulp and waste pulp) increased by 9.62 percent year-on-year. From January to September 2021, the national production of machine paper and board (except outsourcing base paper processing paper) increased by 10.40% year on year, among which the production of uncoated printing and writing paper increased by 0.36% year on year, among which the newsprint production decreased by 6.82% year on year; The output of coated printing paper decreased by 2.53%. The production of sanitary paper base paper decreased by 2.97%. The output of carton increased by 26.18% year on year. In the January-September period of 2021, the national output of paper products increased by 10.57 percent year-on-year, among which the output of corrugated cartons increased by 7.42 percent year-on-year.

Secondly, the director general of the paper industry “Fourteen Five” and mid – and long-term high quality development outline “for a comprehensive interpretation,” outline “advocated that adhere to the supply-side structural reform as the main line, avoid blind expansion, consciously from production to production, technology, service transformation. Promoting high-quality development is the only way for the industry to develop in the 14th Five-Year Plan period and beyond. The Outline stressed the need to seize the initiative and embody new development concepts, pointing out that industries should raise the level of development, optimize the industrial structure, raise development efficiency, safeguard fair competition and adhere to green development.
